Tier 1 internet providers have to meet certain standards so a slower speed could actually be more effective than a lower cost provider. Cable service uses promises high bandwidth, but uses oversubscription and “bursting” in order to reach those high quoted speeds. That means the initial internet page download is at the high speed, but is throttled back after a moment. Cable providers also oversubscribe their users such that it is very difficult to reach the upper speeds even with bursting during peak usage hours. Tier 1 providers use dedicated non-bursting connections like DS-1s, a DS-3s, and Ethernet to guarantee minimum speed levels.
